 limate Change Canada is modernizing a portfolio of 111+ regulatory reportin
 g instruments onto a new Regulatory Services Platform (RSP) and a cloud lak
 ehouse, onboarding roughly a dozen per year. A small, dedicated governance 
 team does the work no individual program has the capacity to do - and tasks
  no human could complete in a fast-paced agile development context: hundred
 s of bilingual data elements per instrument, business rules buried in proce
 dure documents, with glossaries standardized and harmonized for the enterpr
 ise. Our answer is a &ldquo;trust engine&rdquo;: AI assistants draft govern
 ance artifacts at machine speed; program experts and an enterprise&nbsp;Dat
 a Steward Network verify and ratify them.\n\nStarting from the regulatee-fa
 cing forms, we generate bilingual data dictionaries, establish lineage from
  front-end applications to physical tables, and translate expert-written SO
 Ps into a constrained, human-readable logic specification that gets compile
 d&nbsp;into pipeline code. The result: governed, decision-ready data with e
 very derived value traceable to an approved rule. This session shares the m
 ethod - conventions, quality gates, specification language, buy-in strategy
 , and lessons learned - as a roadmap any governance team can reuse.
